Third Call for project proposals within the IPA Cross-border Programme between Croatia and Bosnia and Herzegovina 2007 -2013 was closed on the Novmeber 4th 2013.

Agency for Regional Development of Republic of Croatia and the European Union Delegation to Bosnia and Herzegovina in cooperation with Ministry of Regional Development and EU Funds of Republic of Croatia and the Directorate for European Integration of Bosnia and Herzegovina, as Operating Structures of IPA Cross-border Cooperation Programme closed the Third Call for proposals for potential applicants. The Third call for proposals was opened on the August 6th 2013 and it was opened for 90 days.

Management of sustainable use of water resources in bordering areas of Split – Dalmatia and West Herzegovina was quite intensive before the war in 1990s'. However, lack of new infrastructure as well as years of negligence towards coordinated strategy for conservation of natural resources resulted in frequent flooding during rainy season, lack of water for irrigation during summer and formation of a number of "waste dumps". Aim of this project is to enhance cross-border cooperation and capacities for planning of sustainable use of shared water resources through a creation of solid foundations for integrated approach to structural investments in irrigation and drainage systems. Moreover, in order to increase the awareness of local population on the needs to reduce pollution of surface and underground waters and to get insight in the needs of all relevant stakeholders, several trainings and round tables were organised and 3000 copies of agricultural manuals (Manual for olive growing, raising the vineyard to protection of the vine and Manual for growing of cherry plantations) were created and distributed to local farmers. Numerous cleaning activities of illegal waste dumps were organised and a great number of waste container purchased on both sides of the border. In order to ensure basic preconditions for future investments in irrigation system, Agroeconomic study for IM-BE Field and Preliminary Technical Design for irrigation of Bekijsko Field were produced and Cost-Benefit Study is being prepared in line with the EC requirements as well as the Environmental Assessment Impact Study in line with national legislations. Final result of this project will be a set of documents necessary for a big scale infrastructural project investment.

Project objectives/short summary

Aim of the project was to strengthen capacities of civil society organizations to actively participate in the development of their communities. To increase access of vulnerable social groups and people at risk of social exclusion to basic services, the project established Community Centres in Prijedor and Ključ in Bosnia and Herzegovina and in Petrinja in Croatia. Since their establishment, the community centres have been providing supportive environment and services ranging from free use of computers and the Internet to various educational activities, debates and creative workshops. Free legal aid to vulnerable groups of population was also provided within these community centres.
Number of courses and creative workshops were organized (computer courses, green screen techniques, journalism, puppetry, decoupage, jewellery, etc.) in order to increase creative skills of unemployed persons and to improve their chances for finding jobs in the labour market. Job seekers clubs organized in all community centres assisted on daily basis many unemployed persons with job applications.
Project initiated cross-border cooperation of CSOs that provides services to marginalized groups in order to build local capacities for long-term cross-border impact. Interactive trainings were organized to build CSOs capacities for joint project development, but also, to encourage them to share their experiences, ideas and facing challenges.

Project objectives/short summary

The ˝Bridging Diversity˝ project contributed to the improvement of quality of life and social cohesion through strengthening of coexistence and promoting common values in the target cross-border area. Joint visual arts exhibition under the theme "Common Values – Women and Diversity" displayed original art-works of 30 women from partner countries for a period of three months and provided opportunity for wider public to gain insight into the story that lies behind each work of art and its connection with the exhibition theme. The project also facilitated a dialogue between citizens of different social backgrounds through organization of ten inter-active workshops. The music concerts organized in Omiš and Livno were another communication channel which contributed to cross-border inter-cultural exchange. Moreover, a 3-day regional cross-border conference and NGO fair were held in Omiš and created a valuable opportunity for grassroots women activists and NGOs coming from different communities to communicate, understand cultural diversity, overcome prejudices and raise awareness about the strength of collaborative action. Working together under this project women have seen their potential to bring about change though public involvement in their communities and recognize their active roles as ambassadors building an inclusive society based on respect of diversity.
